About PUB Requirements

PUB is Singapore's national water agency responsible for managing the entire water supply and sewerage infrastructure.[3] For building developments, PUB evaluates drainage system design, sewerage and sanitary works, and water service installations to ensure flood resilience, sewerage system integrity, and water conservation.

PUB's 104 IFC-SG parameters capture drainage infrastructure (pipe specifications, manholes, discharge points), sanitary systems (fixture properties, sewer connections), and foundation interface elements. Compliance with the Code of Practice on Surface Water Drainage (7th Edition)[1] and Code of Practice on Sewerage and Sanitary Works (3rd Edition, March 2025)[2] is mandatory.

The most frequent PUB rejection cause is Minimum Platform Level (MPL) violations—QPs failing to verify current MPL requirements before design. For developments exceeding 0.4 hectare, PE-endorsed hydraulic calculations are required but frequently omitted.

Key Compliance Areas

Surface Water Drainage

  • Code of Practice on Surface Water Drainage (7th Edition, Addendum No. 3 April 2025)
  • Platform, crest, and reclamation level requirements
  • Internal drainage system design with hydraulic calculations
  • Detention tank and on-site retention systems
  • Pumped drainage systems for basement facilities

Sewerage & Sanitary Works

  • Code of Practice on Sewerage and Sanitary Works (3rd Edition, March 2025)
  • Connection to public sewer at approved points
  • Sanitary drainage system design with proper trap seals
  • Sewerage pumping installations
  • CCTV inspection for drain-line connections

Submission Process

  • DC clearance: MPL, maximum peak runoff, sewer setback requirements
  • Detailed Plan (DP) clearance for detailed design compliance
  • Simplified Submission (SS) for qualifying projects
  • TOP/CSC clearance with PE-endorsed as-built plans

Common PUB Compliance Challenges

Platform Level Non-Compliance

Minimum Platform Level (MPL) violations are the most frequent DC rejection cause. QPs fail to verify current MPL requirements from PUB's online portal before design. Platform levels set below MPL without early consultation for waiver result in automatic rejection.

Incomplete Drainage Submissions

Missing cover letter, wrong CORENET form variant, wrong classification of drainage works (bus shelters as "Internal Drains" instead of "Roadside Drains"), missing PE-endorsed hydraulic calculations for developments >0.4 hectare, and absent catchment plans.

Pumped Drainage System Errors

Inadequate backup provisions—misunderstanding duty+standby pump requirements (General: N+1, Critical Infrastructure: N+N). Missing swan neck crest level details, insufficient pump sump storage, and no generator backup specification.

Detention Tank Compliance Issues

Site analysis details not specified, sub-catchment boundaries missing, detention tank type not specified, orifice size calculations absent. Inconsistent information between catchment plans, hydraulic calculations, and layout drawings.

TOP/CSC Submission Deficiencies

Incomplete as-built survey plans missing outlet discharge point levels, missing Form B1 water service clearance, absent PE-endorsed handing-over forms, missing CCTV inspection reports, and quarterly maintenance records not submitted for Critical Infrastructure.
