About LTA Requirements

LTA is responsible for transport infrastructure planning and development control related to vehicular access, active mobility provisions, and transport impact.[1] LTA reviews developments for compliance with Transport Impact Assessment (TIA) requirements, Active Mobility Checklist, and infrastructure coordination.

LTA's 43 IFC-SG parameters focus on vehicular access points, pedestrian routes, cycling path specifications, parking provisions, and external works interfacing with LTA infrastructure.[3] Projects within the Railway Protection Zone (RPZ) require additional Approval-in-Principle (AIP) for pile design.

Common pain points include TIA scoping process confusion (when is TIA required?), Active Mobility Checklist compliance,[2] and RPZ submissions for projects near MRT alignments. The PTAL (Public Transport Accessibility Level) score calculation requirement adds complexity for major developments.

Key Compliance Areas

Transport Impact Assessment

  • TIA submission for developments meeting threshold criteria
  • Traffic generation and distribution analysis
  • Junction capacity assessment
  • PTAL score calculation and comparison
  • Mitigation measures for traffic impact

Active Mobility & Access

  • Active Mobility Checklist submission with DC Plan
  • Cycling path connectivity to public network
  • End-of-trip facilities (bicycle parking, showers)
  • Covered linkways to transport nodes
  • Barrier-free pedestrian access

Infrastructure Coordination

  • External works affecting LTA infrastructure
  • Road opening permits for utility connections
  • Bus shelter and POB submissions
  • Railway Protection Zone clearances
  • Temporary traffic management

Common LTA Compliance Challenges

TIA Scoping Process Confusion

Uncertainty whether project meets TIA threshold (criteria in Annex A not clearly interpreted). Timing of TIA scoping meeting unclear—many practices delay until Design Gateway preparation, causing timeline pressure. TIA specialist must be appointed before scoping meeting.

Active Mobility Checklist Compliance

Active Mobility Checklist is mandatory with DC Plan but architects frequently unaware until URA submission stage. Cycling path connectivity may conflict with landscape design, end-of-trip facilities often undersized, and covered linkway requirements discovered late.

Railway Protection Zone (RPZ) Submissions

Projects within RPZ require LTA Approval-in-Principle (AIP) for pile design and layout. AIP obtained through Piling Gateway but timing coordination with BCA structural approval creates dependencies. Vibration and settlement monitoring requirements often not addressed in initial design.

External Works Approval Delays

LTA, NParks, and PUB external works clearances can delay main development. CORENET X now allows partial clearance—only interfacing details cleared at Construction Gateway, balance approved later. Bus stop submissions follow different pathway (Direct Submission Process).
