About NParks Requirements

NParks is responsible for greenery provision and tree conservation in Singapore, supporting the City in Nature vision and OneMillionTrees movement.[1] NParks reviews developments for compliance with greenery provision requirements, tree conservation measures, and landscape plans under the Guidelines on Greenery Provision and Tree Conservation for Developments.

NParks' 36 IFC-SG parameters cover external works related to landscape and greenery: tree planting specifications, planter dimensions, green roof areas, and heritage road buffer compliance. The July 2025 update to NParks guidelines (Version 5)[2] introduced significant changes including revised Heritage Road Green Buffer maps.

Common NParks Compliance Challenges

Standard Tree Tagging Methods Compliance

From September 2025, Standard Tree Tagging Methods are mandatory for all projects. Submissions not complying or not tagging trees following standard methods will not be accepted. This is a significant new requirement that many practices are unaware of.

Heritage Road Green Buffer Requirements

Sites fronting Heritage Roads must provide wider green buffer setbacks with specific tree planting density. The July 2025 update revised Heritage Road maps—ensure you reference latest version. Non-compliance requires justification or redesign.

Non-Compliance Application Uncertainty

If project cannot meet greenery or tree conservation requirements, non-compliance application via CORENET 2.0 (not CORENET X) is required. NParks assesses case-by-case with no guaranteed approval. Comprehensive justification required for site constraints.

Soil Volume & Planter Depth Coordination

Minimum soil volume requirements for healthy tree root development vary by species. Planter depths on transfer slabs must accommodate structural loads. Early coordination between landscape consultant and structural engineer often missed, requiring late-stage redesign.
